Senator Rand Paul of Kentucky is the lone holdout preventing a vote on synthetic marijuana legislation in the US Senate through a procedural block that is allowed under the rules. Until Paul lifts his block, the Senate will not be able to act on legislation that has already passed the US House of Representatives last December. Wikinews has investigated the block on the legislation.

Synthetic marijuana can be sold over the counter in some places and it is commonly known by brand names, such as “K2” or “Spice”. Other types of synthetic “designer” drugs, like “bath salts”, belong to a class of substances that are in some cases legal, though they create a health hazard, because they are declared not meant for human consumption.

At issue in the legislation is the amount of chemical substances banned, the criminalization of substances, the authority of the federal versus the state government to makes those decisions, the extent to which the product is a threat or hazard to public health and safety, and the effect such a law would have on the research of these substances. All of these issues were debated in the House. Paul has made an issue of the long prison sentences for marijuana. His critics claim he is going too far by blocking legislation. Paul, a Republican who has libertarian leanings, has argued that the states should have the authority to ban drugs.

According to the National Conference of State Legislatures, 31 states have a ban on both synthetic cannabinoids and substituted cathinones while 39 states have a ban on synthetic cannabinoids. Rand’s home state of Kentucky bans both. But legislation is not a perfect solution; in Cass County, Michigan, four teenagers between the ages of 13 and 14 had an emergency after using synthetic marijuana, but even though Michigan bans both, police are not sure that the substances are illegal. Chemists have to conduct tests on the products.

Although Paul is framing the issue as a legal one, the medical community has turned its attention to this new phenomenon’s impact on public health and safety. In an article that appeared in the March 2012 issue of Pediatriacs, medical researchers led by Dr. Joanna Cohen analyzed the cases of three teens who were hospitalized and treated as emergencies after an incident of synthetic marijuana use. One 16-year-old girl lost her motor skills and was unresponsive yet she had an exceptionally high heart rate and abnormal blood pressure. An 18-year-old boy was extremely sweaty, had a high heart rate and was agitated. And a 16-year-old boy had a speech dysfunction, as well as symptoms of agitation and confusion. The doctors who wrote the study say people are using this product because they believe it can give them a high similar to marijuana, however, the new drug can bring on both psychological symptoms, like psychosis and paranoia, and physical ones, such as convulsions.

One out of every nine high school students has reported use of synthetic marijuana, according to Monitoring the Future released in December 2011. The annual survey can be used to spot new trends in substance use among youth and the report included synthetic marijuana for the first time in 2011.

Poison centers noticed a sharp increase in calls reporting incidents due to synthetic marijuana. According to the American Association of Poison Control Centers, in 2010 centers nationwide took 2,906 calls for synthetic marijuana cases, but by 2011, they took 6,959 calls. The problem is noticeable to local health officials, like in Syracuse, New York, which is Senator Chuck Schumer’s state, where 120 cases were reported and one health professional called it “a significant public health concern.” New York has a ban on substituted cathinones but not synthetic canabanoids, according to the National Conference of State Legislatures.

Although the US Drug Enforcement Agency placed five substances that fall under synthetic marijuana into Schedule I on March 1, 2011, its emergency powers only last one and a half years and its ban has not stopped other substances from being used instead. Schedule I is a running list of banned chemicals.

Three of Paul’s Senate senior colleagues say Paul should drop his block. Senators Chuck Grassley, Chuck Schumer, and Amy Klobuchar are sponsoring bipartisan legislation that aims to ban synthetic marijuana as a serious health threat. The legislation is bipartisan as Grassley is a Republican , while both Schumer and Klobuchar are Democrats. Senator Schumer, in an editorial for the New York Daily News, advocated tackling synthetic marijuana at the national level rather than at the state. Schumer’s argument is that states have tried to ban the ingredients commonly found these products but the manufacturers have the flexibility to alter the ingredients to bypass the law. Schumer said the federal government needs a proactive rather than a reactive stance against drugs. “All we need is one senator, Rand Paul of Kentucky, to release his block on this legislation,” wrote Schumer. “We’re urging him to do the right thing, and let us move forward with a vote.”

Before the Senate took up the issue, similar legislation had already passed in the House. The House voted 317–98 in favor of the Synthetic Drug Control Act of 2011 on December 8, 2011. Pennsylvania Congressperson Charles Dent sponsored the legislation that would add ingredients found in synthetic marijuana to Schedule I. Dent’s legislation included chemicals that are not even found in the United States at this time, but he argues that synthetic marijuana is too great of a public health threat to dismiss.

Standing in opposition to the legislation, Virginia Congressperson Bobby Scott and several fellow Democrats argued Dent’s legislation was bypassing a process for the banning of drugs that was already in place and established. Scott also argued some of the substances banned by the legislation were not even present in the United States but so far only in Europe. His colleagues argued researchers would lose the ability to conduct research freely on these substances and, as Scott noted, the legislation was seeking to ban substances but without any research to back it up.

Grassley’s legislation is named for David Rozga, an Iowan who committed suicide after using synthetic marijuana. In his speech, before the Senate, Grassley said Rozga’s situation inspired him to put forward the legislation.

For some families, the issue has also become an emotional one, as they have lost a loved one. Karen Dobner, a mother from Aurora, Illinois, is blaming Senator Paul for any deaths that may still occur because he is holding up a legislative solution to a problem that she says killed her own son. When her son Max was in college, he tried a synthetic marijuana product and had a panic attack. Dobner believes the car crash that killed her son would not have happened had he not been experiencing the symptoms of the designer drug. Now Dobner keeps calling Paul’s office begging him to stop his hold.

Senator Paul’s office was contacted by both phone and email about this report but it did not respond.

From August 17 to September 3, 2007 the Canadian National Exhibition (CNE or The EX) came back to Toronto for its 128th year. It is the largest in Canada and the fifth largest in North America.

The three day Canadian International Airshow, the horse show called “Tom Bishop’s Trick Riding Show”, and many other events were the main attractions at this year’s CNE. An estimated 1.3 million people attend the CNE every year.

The 680 News tower made entirely from Lego’s was on display, with a fence around it.

On Saturday at 1:00 p.m. was the airshow, which featured award winning aviators, including the Canadian Forces (CF) snowbirds, flying planes used in Afghanistan. The United States Air Force (USAF) also flew planes used in the military and a new F-22 Raptor fighter aircraft for its first time in an international show. A CF-18 Hornet, Canadian version of the USAF F/A-18 Hornet, 1943 Boeing Stock Stearman PT-17, and many other rare planes were also flown. Everyone could see the airshow but for a good photo and video opportunity freelance Wikinews journalist and others paid CA$5.00 to get on top of Ontario Place, across from the exhibition grounds. There was a ton of stairs to get to the top, but it was well worth it if one wanted excellent photos and video to watch with their family.

“I used to come to the air show every year with my dad … being out there flying over Lake Ontario in my hometown is unbelievable,” said Capt. Yanick “Crank” Gregoire of the CF-18 Hornet, on its 25th anniversary.

General Rick Hillier, Chief of the Defence Staff of the Canadian Forces, made a brief speech and talked about Canada’s mission in Afghanistan. Followed by was a pre-recorded speech made by Prime Minister Stephen Harper. Then the American and Canadian national anthems were played and the show begun, it even included a live pilot in a Canadian Forces plane talking through his microphone into the speakers on top of Ontario Place. The airshow was something not to be missed as the staggering planes are always best watched live.

In the Direct Energy Centre at Exhibition Place were many vendors and people selling books, cloths, inventions, and even some live cooking shows. There was also a arts, crafts, and hobbies building, which was one of the best places to visit at this year’s CNE. Rides and attractions filled the grounds across Ontario Place.

The famous Iams-sponsored Superdogs performed dog tricks for an audience in a large area, while behind the curtains were salespeople at booths advertising and selling Iams dog food. They perform at the Royal Winter Fair in Toronto and other fairs in Canada.

At 5:00pm was the horse show at the Riding Academy “Horse Palace“, hosted by Tom Bishop Sr. There was a woman representing Ontario, a 15-year-old girl from Alberta representing Canada, and a man from the United States on a black horse. One of the horse riders, a champion, was from Canada but moved to the U.S. and has toured both countries. Tom Bishop Jr. stood and rode on top of two “Canadians”, the most rare and oldest horse breed in North America. The horses had to jump over a line of gas-led fire, Tom Bishop Sr. noted beforehand that horses are scared of fire.

At 9:00 p.m. was the Human Cannon Ball, from the U.S. Performed by David “The Bullet” Smith, Jr., son of Cannonball Smith, is the second person in the world that can do the “don’t-do-this-at-home-or-else!” stunt. It is their third year at the CNE. Most people came 20 minutes before to get a good spot. The shot was so loud that some had to plug their ears, and if one didn’t their heart would be beating hard. Smith jumped out like he’s done that stunt a thousand times, he did a push up on the ground and quickly ran back.

While walking to the Ontario Place parking lot, as soon as the “Human Cannon Ball” was finished, the Canadian Forces had several of their vehicles used in Afghanistan on display outside. A snowbirds plane, some LAV III’s, tanks, a helicopter, and a boat were on display. Soldiers were outside to greet and talk to the visitors, and had photos taken. A large banner was hung and old music was playing. People even signed a board beside a tank showing their support and thanks to the soldiers currently deployed. There was also a large tent with real Canadian soldiers giving away bracelets and showing actual uniforms used. They were very heavy and one soldier actually said the cloths are comfortable. It wasn’t clear which base the soldiers came from but one said that he came from Halifax, Nova Scotia.

The CNE closes every night at 11:00pm.

It ends on Labour Day at 7:00pm.

In a press release earlier today, New York State Agriculture Commissioner Patrick Hooker, along with Dean of Cornell University’s College of Veterinary Medicine Donald F. Smith, confirmed that scientists at the New York State Food Laboratory identified Aminopterin as a toxin present in cat food samples from Menu Foods.

Menu Foods is the manufacturer of several brands of cat and dog food subject to a March 16, 2007 recall.

Aminopterin is a drug used in chemotherapy for its immunosuppressive properties and, in some areas outside the US, as a rat poison. Earlier reports stated that wheat gluten was a factor being investigated, and officials now state that the toxin would have come from Chinese wheat used in the pet food, where it is used for pest control. Investigators will not say that this is the only contaminant found in the recalled food, but knowing the identity of the toxin should assist veterinarians treating affected animals.

The Food Laboratory tested samples of cat food received from a toxicologist at the New York State Animal Health Diagnostic Center at Cornell University. The samples were found to contain the rodenticide at levels of at least 40 parts per million.

Commissioner Hooker stated, “We are pleased that the expertise of our New York State Food Laboratory was able to contribute to identifying the agent that caused numerous illnesses and deaths in dogs and cats across the nation.”

The press release suggests Aminopterin, a derivative of folic acid, can cause cancer and birth defects in humans and can cause kidney damage in dogs and cats. Aminopterin is not permitted for use in the United States.

The New York State Food Laboratory is part of the Federal Food Emergency Response Network (FERN) and as such, is capable of running a number of unique poison/toxin tests on food, including the test that identified Aminopterin.

An exhausted Charles Kennedy returned to the election campaign to launch a twenty page Liberal Democrat manifesto targeted at disaffected Labour voters, promising a fairer tax system and withdrawal from Iraq.

Entitled The Real Alternative the manifesto pledges to reduce the lowest rate of income tax, but increase the rate on those earning over £100,000 to 50%. The party would also scrap the unpopular local council tax in favour of a new local income tax. The manifesto also promises to remove hidden “stealth taxes”.

Under this system the party claims the poorest 15 million (25%) of people in Britain would be better off, and the middle 50% would be paying no extra tax.

The manifesto promised to scrap the controversial university tuition fees, increase services for pensioners and add £100 a month to the state pension, and train 21,000 new primary school teachers and 10,000 new police. A Lib Dem government would make eye and dental checks free, and reduce the cost of prescription medicine.

The Liberal Democrats were the only one of the three largest parliamentary parties to have consistently voted against the Iraq war, and the manifesto has promised an exit strategy with a phased withdrawal of Britain’s 8,000 troops still in the country.

“We reject a foreign policy based on ‘my ally right or wrong’,” Kennedy said. “And we say that war should always be a last resort.”

Kennedy, who became a father on Tuesday, admitted he’d had little sleep before the manifesto launch, and stumbled while answering questions on the proposed tax system.

On Monday, at 10.14 pm UTC, the Wikimedia server cluster experienced a total power failure, taking down Wikipedia, Wikinews, and all other Wikimedia websites.

The servers are housed in a colocation facility (colo) in Tampa, Florida, USA. They occupy two racks, with each rack receiving electricity from two independent supplies. However, both supplies have circuit-breakers in them, and both opened at the same time, leading to a total power failure. All computers immediately went down. It’s normal for fire safety regulations to prohibit uninterruptible power supplies in colos, with the colo providing its own UPS and generator instead. The circuit breakers were on the computer side of this emergency power system, so none of the computers continued to receive power to survive the breaker trip or shut down safely.

The actual reason why the circuit breakers tripped is currently unknown.

When power was restored, it was discovered that most of the MySQL databases that store the data which makes up Wikipedia et al had been corrupted. The main database and the four slaves had all damaged the data on their hard disk drives beyond the ability of the auto-correction to repair. Only one copy survived safely, on a machine that is used for report generation and maintenance tasks, which remained 31 hours backlogged while catching up after an unusually heavy update load during the previous week.

Volunteer Wikimedia engineers worked through the night rebuilding the databases from the sole good copy onto the other servers. The Wikipedia database is over 180Gb in size, making the copying process last 1.5 – 2 hours for every server it was performed upon.

Regular back-ups of the database of Wikipedia projects are maintained – the encyclopedia in its entirety was not at risk. The last database download was made on February 9; all edits since then could only have been laboriously rebuilt from logs and recovered from the damaged database requiring much more time and effort.

Limited read-only service was established late Tuesday afternoon, with editing becoming possible 24 hours after the power failure. Final repairs continue now, as well as upgrades to prevent similar issues in the future. Server-intensive features, such as categories and ‘watchlists’ that display recent changes to selected articles to registered users, remain disabled to ease the load on the recovering systems.

The process which led to the damage originated with the operating system, disk controllers, or hard drives failing to flush the data correctly.

If the power to a database server is cut mid-write, the database may be corrupted and unreadable, however the operating system, hardware, and software are designed to make this very unlikely. In a previous incident in 2004 power was also lost to a server but the database was undamaged.

To avoid such damage, each database server saves a copy of an edit to be applied to the database on a separate storage system before making the actual update to the database itself. This so-called ‘write-ahead logging’ should ensure that in the event of a system crash, the database can be rebuilt from a ‘last-good’ state by replaying the edits saved in the log.

Earlier this year popular blogging site LiveJournal suffered a similar power failure when another customer at their colocation facility pressed an Emergency Power Off button, intended for use only by firefighters. The company suffered database corruption similar to that seen at Wikimedia.

LiveJournal are now fitting UPS to their servers to ensure that they have time to shut down safely in the event of a power failure. Wikimedia was said to be investigating the possibility of fitting similar equipment at the time of this failure.

Several pundits have suggested that the use of another database, such as the proprietary database Oracle or the free PostgreSQL, would have avoided the database corruption seen at the server cluster. A post-mortem of the incident show the failure was in the operating system, or the hardware, or some combination of the two. LiveJournal, which also uses MySQL, reported similar database corruption after their power cut.

The Wikimedia foundation only allows the use of free software on its systems, and future versions of the Mediawiki software will support the PostgreSQL database.

Users are reminded that during times of system failure or excessive demand, they can still search Wikipedia using Google. The articles may be viewed using Google’s cache.

The Independent Monitoring Commission has reported that the Provisional Irish Republican Army has undergone major changes within their military structure and shows that the IRA Army Council wants to put its military campaign behind it. The Commission consists of John Alderdice, a former Alliance Party leader; Joe Brosnan, former Secretary General of the Department of Justice, Republic of Ireland; John Grieve, former Deputy Assistant Commissioner of the Metropolitan Police and former head of the Metropolitan Police Anti-Terror Branch; and Dick Kerr, former Deputy Director of Central Intelligence Agency.

The report states the IRA no longer has the capacity to mount a military campaign anymore or return to one. The units that have been shut down were responsible for weapons-making, arms smuggling and training. The IRA decommissioned their arms last year.

The report also mentions that the IRA has also put its criminality beyond use and is “clamping down” on criminals within the organization, said Lord Alderdice, as he presented the report. He also added, “That doesn’t mean that criminal activity by all members has stopped but the leadership has made public statements and internal directions, investigated incidents of breach of the policy, even expelled some members and has emphasised the importance of ensuring that business affairs are conducted in a legitimate way.”

Finally, the report added that there is not enough evidence or intelligence to identify who killed Denis Donaldson, a British spy who infiltrated the IRA and Sinn Fein, before revealing his status as a spy.

However, the report added that splinter groups like the Real IRA (RIRA) and Continuity IRA (CIRA) are still threats and are still continuing their activity. The Real IRA was the group behind the deadly 1998 Omagh bombing. The Irish National Liberation Army (INLA) “was not capable of undertaking a sustained campaign [against the British State], nor does it aspire to” according to the report.

It is also noted the creation of two new organizations, Oglaigh na hEireann (Irish Gaelic for “Volunteers of Ireland” and is used by the Irish Defence Forces and the various IRAs.) and the Republican Defence Army. However, the groups are small dissident factions according to the report.

The report also added that the two loyalist paramilitaries, the Ulster Defence Association (UDA) and the Ulster Volunteer Force (UVF) are also beginning to move from violence but at slower pace and not at a grassroots level like the IRA. Another loyalist paramilitary, the Loyalist Volunteer Force

The report was received warmly by Irish Toaiseach Bertie Ahern and British Prime Minister Tony Blair. Ahern, said “These positive and clear-cut findings are of the utmost importance and significance. It is time to make decisions and for Northern Ireland to look to the future.”

“The IRA has done what we asked it to do, and while issues like policing remain to be solved, the door is now open to a final settlement, which is why the talks next week in Scotland are going to be so important.” said Tony Blair in a live statement.

In a surprising reaction, the notoriously hardline leader of the Democratic Unionist Party, Ian Paisley, also welcomed the report. He believes that his party’s pressure is working and if Sinn Fein signs up to policing there could be a deal. Paisley said, “If the police question is settled absolutely on a democratic basis and principle we would have come a long way along the road.”

Sinn Fein leader Gerry Adams said “The DUP don’t have anything other than very limited options. They will or will not participate in power-sharing arrangements. If they don’t participate they are condemning people here, but particularly their own constituents, to second class public services, run by second class fly-in, fly-out British ministers. All the DUP can do is to delay, is to attempt to slow down, but they can’t stop the process of changing.”

SAN DIEGO, CALIFORNIA – Gabriel Carini, owner of a San Diego heating air service and installation company, says that people looking to save money on heating and cooling costs should consider including a programmable thermostat in their plan.

A programmable thermostat saves energy by allowing consumers to schedule when, for how long and at what temperature their heating or cooling system is on, says Carini. If they know they will be gone from 8 a.m. to 5 p.m., they can schedule the HVAC system to be “set-back” to a higher or lower temperature, depending on the season, while gone.

Energy Star, a government-backed program helping protect the environment through superior energy efficiency, says that, on average, every degree the thermostat is set back can save 3 percent on the energy bill. They have a calculator on their website to help people figure out a more accurate amount of money they can save by using a programmable thermostat.

Most programmable thermostats have the option of setting more than one schedule per day, one for daytime and one for nighttime. There is also a way to set the system to return to a more comfortable temperature before waking up in the morning or returning home during the day.

“The effectiveness and actual amount saved depends on many factors, including individual comfort level, the home’s insulation, the type of heating and cooling system and the climate,” explains Carini, who provides service and installation for furnaces and whole house air conditioning in San Diego.

He says a programmable thermostat does not offer benefits for every situation though. They are ideal for individuals and families who are away from home during set periods of time throughout the week, such as away at work or school.
