The U.S. House of Representatives approved the Central American Free Trade Agreement (CAFTA) early morning Thursday, with a narrow vote of 217 in favor, 215 against. Voting was held open for an hour, 45 minutes past the House’s 15-minute voting rule as the President along with other supporters lobbied into the night.

The vote was so close, if one House member changed a “Yea” vote to a “Nay” vote, CAFTA would have failed in a 216-216 tie.

In tallying the votes, 25 Republicans, mostly from Midwest Corn Belt and Rust Belt states and the Southeast United States’s textile industrial belt, broke party line to vote against the measure. Two Republicans were present, but refused to vote.

The Democrats presented a more united front. All but 15 Democrats present voted against the treaty. Independent House members, who usually vote with the Democrats also voted against the measure.

Supporters of the measure include President George W. Bush, Vice President Dick Cheney, U.S. Trade Representative Rob Portman and Commerce Secretary Carlos Gutierrez. Opponents included most House Democrats.

The trade agreement already passed the Senate in June. President Bush has said he will sign it into law.

DR-CAFTA encompasses the following components:

  • Services: all public services are to be open to private investment.
  • Investment: governments promise to grant ironclad guarantees to foreign investment.
  • Government procurement: All government purchases must be open to transnational bids.
  • Market access: governments pledge to reduce and eventually to eliminate tariffs and other measures that protect domestic products.
  • Agriculture: duty-free import and elimination of subsidies]] on agricultural products.
  • Intellectual property rights: privatization of and monopoly over technological know-how.
  • Anti-dumping]] rules, subsidies and countervailing rights: governments commit to phase out protectionist barriers in all sectors.
  • Competition policy: the dismantling of national monopolies.
  • Dispute resolution: the right of transnationals to sue countries in private international courts.
  • Environmental protection: the enforcement of environmental laws and improvement of the environment.
  • Labor standards: the enforcement of the International Labour Organization’s core labor standards.
  • Transparency: the reduction of government corruption.
  • Test-Data Exclusivity for pharmaceutical corporations

Documents found at the hideout of Abu Musab al-Zarqawi revealed al-Qaeda‘s desire to force a war between the U.S. and Iran. The document was translated by Iraqi National Security Adviser Mouwafak al-Rubaie, but the authenticity of the information could not be confirmed to be from al-Qaeda.

The documents reveal that al-Zarqawi was planning to destroy the relationship between the Shi’ite Iraqis and the United States. The document also said the U.S. military was hurting the insurgency by seizure of weapons, disrupting their financial outlets, massive arrests, and training Iraqi security forces.

The translated document said, “Generally speaking and despite the gloomy present situation, we find that the best solution in order to get out of this crisis is to involve the U.S. forces in waging a war against another country or any hostile groups.”

Mowaffaq al-Rubaie said, “These documents have given us the edge over al-Qaeda and (they) also gave us the whereabouts of their network, of their leaders, of their weapons and the way they lead the organization and the whereabouts of their meetings.”

Quaero is being termed eurozone’s response to the US-based internet search giants such as Google, Yahoo and MSN. The project includes the French and German governments along with a host of European technology companies such as Thomson, France Telecom and Deutsche Telekom. It is scheduled to be submitted to France’s Agency of Industrial Innovation later this month. The agency which has a budget of €2 billion ($2.41 billion) hasn’t specified how much of this money will be spent on Quaero.

President Jacques Chirac announced the launch of Quaero during the French-German ministerial conference in April of last year. It is the latest in a series of initiatives by the Europeans to compete with US dominance in technology. Europe launched the Galileo satellite navigation system last month aimed at rivaling a similar system already available in the US. French broadcasters are also planning an international television network, CFII aimed at presenting the French view on world events. The network is slated to begin broadcasting in French and English to Europe, the Middle East and Africa sometime next year.

Designers hope that Quaero will be the world’s most advanced multimedia search engine to locate and translate video and audio over the internet. A pretty ambitious goal even by the admission of people involved “Yes, it’s highly ambitious,” said Jean-Luc Moullet, who oversees the Quaero project at Thomson. “There’s nothing to compare it to.”

However details remain scant and mostly shrouded in secrecy. None of the key players has commented on cost and last week, Thomson, removed access to the page on its corporate web site devoted to Quaero and instructed its executives not to give any interviews for the project.

Most industry experts remain skeptical and fear that the program would be costly and unwieldy to administer and would produce no tangible commercial advances. “I’m not too confident that Quaero will be able to produce anything that the private sector isn’t already offering or will develop on its own in the future,” said John Lervik, chief executive of Fast Search & Transfer, a Norwegian software company that provides search solutions to businesses for data stored on their corporate networks.

Matthew Higa, 23, has been arrested in connection with the death of a 23-month-old boy. Higa is alleged to have thrown the child from a pedestrian overpass into oncoming traffic on Honolulu’s H-1 Freeway.

The local coroner’s office noted that the child died on impact after falling 30 feet (9 meters) from the overpass. This occurred during Thursday’s lunch rush hour in the heart of downtown. Upon impact, several cars struck the child, which caused traffic to grind to a halt.

The toddler, Cyrus Nainoa Tupa?i Belt, was pronounced dead at the scene at 12:07 p.m. (2207 UTC), approximately 27 minutes after being allegedly being ejected from the overpass by Higa. The portion of H-1 was closed for approximately five hours with traffic diverted to side streets. The freeway was reopened in time for the evening commute.

At first the relationship between Higa and the child was unclear, but later reports stated that Higa lived adjacent to him and had babysat him on previous occasions. The boy’s mother was out of town at the time of his death, but it was revealed that the child was supposed to be in the custody of his father and not with Higa.

Higa graduated from Roosevelt High School in 2003. In the summer of 2004 Higa was involved in an incident where police reports indicate a three-car race resulted in the death of a friend. Higa has since had a criminal history, with more than a dozen arrests but no convictions, and reports from neighbors of erratic behavior.

Queen’s Medical Center, which houses a psychiatric ward in Honolulu, noted that he was a patient there as recently as December 11, 2007. When arrested, Higa was wearing hospital scrubs, which were not immediately conducive to whether Higa was a patient in Queen’s psychiatric wing in the last couple of days. A representative of Queen’s declined to comment on whether Higa was admitted in the last week.

The West Highland White Terrier that is bred well and taken care of is usually very healthy but there are things you should know to keep your Westie as healthy as possible.

One of the most important things that can be done to keep puppies healthy is to choose a good vet and make sure you schedule check-ups when needed. The first time the pups are taken to the vet they will be checked and assessed. Watch the vet to she how she handles the puppies. The vet should be gentle and take the time needed to do a proper examination.

There are vets that are not interested in smaller animals so do not be afraid to find a vet that likes little dogs. If you are not comfortable with the way the vet handles your dog/s on the first visit do not hesitate to find another.

Westies sometimes are prone to develop cysts between their toes. If you notice that a puppy is limping or having difficultly walking you may want to check for a cyst. When you notice the foot is swollen between the toes and the puppies foot is very hot you will need to soak his paw in water that is as hot as he can stand. Add a spoonful of salt to the water before soaking and after several treatments the abscess should break.

Your Westie may have times when his anal glands need to be emptied. The vet will need to do this and it is important because an abscess can occur if this is not treated. When you notice and unpleasant smell and your dog is dragging his bottom on the ground or chewing his tail it is time to call the vet.

Some Westies have problem with allergies. Your vet will be able to help you with solutions that could include allergy testing and medication. A change in diet or grooming may also help.

Always be cognizant of the possibility of parasites. Dogs sometimes are affected by worms and the best treatment for roundworms is a regular dose of medication that is formulated for this type of worm. Tapeworms are rare but can be treated with pills.

When caring for your Westie you should find a great vet, schedule regular appointments, pay attention to any change in the health of your dog and take preventative measures.

Buffalo, New York —Wikinews was the first to tell you that the Elmwood Village Hotel development in Buffalo, New York was to undergo “significant changes”.

The Elmwood Village Hotel is a proposed project that would be placed at Elmwood and Forest Aves. in Buffalo. In order for the development to take place, at least five buildings that house both businesses and residents, must be demolished.

To confirm and to get more information about the changes, Wikinews interviewed Eva Hassett, Vice President of Savarino Construction Services Corporation, the development company in charge of building the hotel.

Wikinews: The hotel proposal is being redesigned. Could you comment on that? What changes are being made? Are they significant?

Eva Hassett: The hotel has been resized as a 72-room, four story building. This is 10% smaller in number of rooms and a full story lower. We are also redesigning the facades in a way that will minimize the mass – more of a vertical feeling than horizontal. Different materials, windows, details. The smaller size of the hotel also makes the number of on-site parking spaces more appropriate and hopefully represents less of a challenge to an already difficult parking situation.

WN: Will you still be going before the city’s planning board as scheduled on February 28? Same for the Common Council?

Hassett: We will be on the Planning Board agenda this Tuesday morning but I do not expect that the Board will vote on the item that morning. I think we will be mainly explaining the new design and hearing input/questions.

WN: Will there be anymore public meetings?

Hassett: We would be happy to do one more big public meeting. We will be talking to Forever Elmwood about that on Monday (February 27, 2006). We would like to see if there is support for the new design and we also want to honor the public’s request for another meeting. I am hopeful that meeting can take place the week of March 6th.

WN: Is Savarino considering Mr. Rocco Termini’s design/proposal? If no, do you (Savarino) support/oppose?

Hassett: We are hopeful that we can build the hotel as redesigned. We think it would be a great addition to the Elmwood Ave. area, a good way for out-of-towners to see what Buffalo offers and a big help to the businesses there.

WN: Are you considering more time for the community to make a judgment?

Hassett: As I mentioned above, we expect to have one more meeting to get public reaction to the new design, and I think the Planning Board may want an additional meeting to make their determination. We do however, have constraints that will limit the amount of extra time. We still think it is a great project for the City and Elmwood; and we still want it to be something that the community wants as well.

So far, the City of Buffalo’s City Planning Board is still scheduled to meet at 8:00 a.m. (Eastern) on February 28, 2006 followed by the Common Council meeting at 2:00 p.m. on the same day.

Images of the design are not yet available. “We are working on the renderings this weekend, but I will likely have some early in the week,” stated Hassett.

The United Nations Environment Programme (UNEP) has released a comprehensive report on the current state of the global environment. Climate change, food and water shortage and a decline in biodiversity threaten humanity’s survival, so urgent action is necessary, the report warns.

UNEP’s Global Environment Outlook: environment for development (GEO-4) report involved the work of about 390 experts in various fields from around the world.

Selected key figures and facts from the reportClimate changeThe global average temperature has risen 0.7 °C since 1906 and will rise a further 1.8 °C at best by the end of this century.Some scientists believe a 2°C temperature rise would cause major and irreversible damage.Meanwhile, average temperatures in the Arctic are rising twice as fast as elsewhere.Rising sealevels threaten the 60 percent of the population living within 100 kilometres of coastal lines.Water and foodIncreasing irrigation demands will eventually cause 1 of every 10 major rivers to dry up.Population growth, over-consumption and a continued shift from cereals to meat will raise food demand to a level 2.5 – 3.5 times higher than at present.The slackening expansion of cropland stands in contrast with the fact that by 2030, developing countries will need 120 million extra hectares to feed themselves.BiodiversitySpecies are becoming extinct a hundred times faster than the rate shown in the fossil record.

While the GEO-4 report salutes some improvements, for example the increased public awareness of environmental issues and political interest, it also warns that “There are no major issues… for which the foreseeable trends are favourable.” Although the report sets out a gloomy scenario, its main aim is to call for action.
