Massachusetts lawmakers enact plan for universal health coverage
Posted on Saturday, December 4, 2021 in Uncategorized

Friday, April 7, 2006Legislators in the Massachusetts General Court, their name for the state legislature, approved legislation on Tuesday, April 4, that would make it the first state in the United States to require all residents to have health insurance and impose penalties for non-compliance. Massachusetts Governor Mitt Romney, a Republican who is expected to run for U.S. President in 2008, is expected to sign the bill.

The bill passed the lower house, the Massachusetts House of Representatives by a vote of 155-2, and unanimously by the state senate. The Democratic Party holds supermajorities in both houses of the legislature.

Among the bill’s provisions are these:

 1. Businesses that employ more than 10 people are required to provide health insurance for all staff or face fines of $295 per year per uninsured worker.
 2. Individuals will be required to enroll in a health plan by July 1, 2007, or face tax penalties.
 3. Health insurers will provide partially to fully subsidized coverage for low-income residents.

At least one other state (Hawaii) requires employers to provide employee health insurance, but no other state holds individuals accountable for coverage.

English court jails policeman over insurance fraud

English court jails policeman over insurance fraud

A court in England, UK has jailed a policeman for ten months after he was convicted of defrauding his car insurance company.

Police Constable Simon Hood, 43, arranged for a friend who dealt in scrap metal to dispose of his Audi TT, then claimed it had been stolen.

Hood had been disappointed with the car’s value when he tried to sell it two years after its purchase in 2008. He arranged for friend Peter Marsh, 41, to drive the vehicle to his scrapyard in Great Yarmouth, Norfolk. Marsh then dismantled the vehicle with the intent of disposing of it, but parts were later found wrapped in bubblewrap at Ace Tyre and Exhaust Centre.

Marsh picked up the TT from outside nearby Gorleston police station. Records show mobile phone conversations between the conspirators that day in March, both before and after the vehicle was reported stolen. The pair denied wrongdoing but were convicted of conspiring to commit insurance fraud after trial.

The fraud was uncovered after Hood told former girlfriend Suzanne Coates of the scheme. It was alleged before Norwich Crown Court that he had confessed to her in an effort to resume their relationship. Coates said that after the pseudotheft, Hood told her “he didn’t want to look for it. He said it would be like looking for a needle in a haystack, which I thought was a bit strange.”

You knew throughout your career that policemen that get involved in serious dishonesty get sent to prison

Shortly afterwards Hood suggested they should become a couple once more, she said; she challenged his version of events regarding the car: “He said he did it but I couldn’t tell anyone. He said he did it with Peter. Peter had a key and took the car away and it was going to be taken to bits and got rid of so it was never found.”

Hood was defended by Michael Clare and Marsh by Richard Potts. Both lawyers told the court that their clients had already suffered as a result of the action in mitigation before sentencing. Clare said Hood had resigned from the police after fifteen years of otherwise good service and risked losing his pension. “It is not a case where his position as a police officer was used in order to facilitate the fraud,” he pointed out. “His career is in ruins.” Hood is now pursuing a career in plumbing.

Potts defended Marsh by saying that he, too, had already suffered from his actions. His own insurers are refusing to renew their contract with him when it expires and his bank withdrew its overdraft facility. His business employs 21 people and Potts cited Marsh’s sponsorship of Great Yarmouth In Bloom as amongst evidence he supported his local community.

Judge Alasdair Darroch told Marsh that he did accept the man was attempting to help his friend. He sentenced Marsh to six months imprisonment, suspended for two years and ordered to carry out 250 hours of community service. He was more critical of Hood:

“As a police officer you know the highest possible standards are demanded by the public. You have let down the force. You knew throughout your career that policemen that get involved in serious dishonesty get sent to prison.”

Swiss reject single health insurance

Swiss reject single health insurance
Posted on Wednesday, December 1, 2021 in Uncategorized

Monday, March 12, 2007

24 of 26 Swiss Cantons rejected the proposal for a single health insurance system, in which premiums would be based on income and wealth. The vote on Sunday was the latest in a series of attempts to cut rising costs and ease the financial burden on citizens.

Around 71% of voters rejected the reform. Turnout was at about 46%, slightly above the Swiss average.

As expected, voters in the main German-speaking part of the country turned down the planned reform, which was supported by the centre-left but opposed by the centre-right as well as the business community, parliament and the government.

Opposition in the French and Italian speaking regions was less pronounced. The cantons Jura and Neuchâtel in the French speaking regions voted in favor of the proposed reforms.

Health insurance premiums are higher in southern and western Swiss cantons than in German-speaking areas.

The Swiss Interior Minister Pascal Couchepin said an important part of the Swiss Population appeared to be opposed to “a revolution” in health insurance but he said that he wanted current reforms currently under discussion in the Swiss Parliament to go ahead. He called on all sides, especially health insurers and the cantonal authorities, to make efforts to reduce spending on health insurance and aim for a greater cost efficiency. Currently Switzerland has 87 private insurers providing mandatory basic health care coverage for Swiss residents under a 1996 law. But costs have sky-rocketed. Over 100,000 people are not covered by health insurance due to non payment.

To win the battle of the cost of health care, everyone must place his or her private interests behind the interests of the general public. -Pascal Couchepin at a news conference

Opponents to the initiative argued that a single insurance system would lead to complacency and create a two-tier system, in which the wealthy would be the only ones available to afford to have additional private insurance coverage.

Supporters of the initiative said a single health insurer would increase the system’s efficiency and allow for annual savings of at least 300 million Swiss Francs (about $245 million) in administrative costs. Currently, the funding system is unbalanced, since many clients on low incomes use state subsidies to pay their premiums, according to the Green Party and the Social Democrats.

The initiative to unite all the insurance companies and introduce premiums based on wealth and income was the most recent in a series of attempts over the past ten years to reduce the public spending on health care. A proposal, similar to this recent proposal, to modify the funding system of the health insurance companies was rejected by 73% of voters in 2003.

Switzerland has the most expensive health system in Europe. Switzerland’s expenditure on health care was 11.6% in 2005, in front of Germany and France but behind the United States.

The Cost Of A Sub Prime Car Loan}

Posted on Wednesday, December 1, 2021 in Insurance

Submitted by: Rock Watson

In the past, traditional banks and lenders considered sub-prime credit borrowers risky and rejected their loan application. People with sub-prime credit history were often forced to obtain obnoxious rates and horrible car loan terms of buy-here-pay-here dealers. But, today the story is different.

Stiff competition in the auto financing market and increasing number of people with credit issues has compelled lenders to offer their services to sub-prime credit borrowers.

Are you eligible for Sub-prime Car Loans?

Every sub-prime car buyer does not receive car loan approval. If you want to obtain the loan program, you should fulfill the following requirements:

Current Employment

You must be working with your current employer for at least six months. Lenders will need your employment verification letter as well as copies of recent pay stubs to confirm the employment status.

Down Payment

It is important to manifest your stable financial capacity to lenders. It will help them in taking a favorable decision. If you are buying an inexpensive used car, you can make a down payment of ten percent. But, if you are opting for a brand new car, it is wise to save up to twenty percent of the car cost for down payment.

Lower Debts

Lenders won’t have any problem in approving sub-prime loan application of car buyer with few financial commitments. So, if you have several loans, it is important that you pay off a few of them and improve your DTI ratio.

No Open Bankruptcy

Every auto lender considers open bankruptcy as a bad sign. He/she will not offer you loan quotes if you are in the middle of a bankruptcy. So, don’t apply for a loan during bankruptcy.

What Costs should you consider before signing a Sub-Prime Car Loan Contract?

A recent report published by Experian suggests that auto loan delinquencies rose by 8.6 percent in the third quarter compared to last year. Most experts are attributing this rise to sub-prime car loans.

Many car buyers obtain sub-prime car loans without considering their financial condition and end up in a financial mess. If you are thinking of obtaining a sub-prime car loan, understand your financial condition and take into consideration the several car buying costs.

The Loan Costs

When you have sub-prime credit history, you will receive higher loan rates than the average market rates. It will make your loan expensive. You must consider the increased cost before signing the loan contract. You must also pay attention to other loan-related expenses such as application fees, document charges, pre-payment penalty, etc.

Dealer Fees and Taxation

Fees structure varies from one dealer to another. But, here are the most common fees charged by dealers:

1. Vehicle license and registration fee

2. Title fee

3. Documentation fee

4. Compliance fee

5. Floor plan fee

6. Advertising fee

7. Dealer preparation fee/Shipping fee

8. Sales tax

A dealer charges additional fees such as emissions testing fee, fee for vehicle inspections and smog checks from a used car buyer.

The Car Costs

Once you buy a car, you will have to consider several expenses such as car insurance, repair and maintenance costs, fuel costs, etc.

If you think you can manage the cost of buying a car, only then sign the sub-prime car loan contract. Remember that assuming financial obligation without thorough thinking can cause a financial disaster. So, don’t be in a hurry to obtain a sub-prime car loan. Think about it and then say yes.

Seeds placed in Norwegian vault as agricultural ‘insurance policy’

Seeds placed in Norwegian vault as agricultural ‘insurance policy’

The Svalbard Global Seed Vault, a vault containing millions of seeds from all over the world, saw its first deposits on Tuesday. Located 800 kilometers from the North Pole on the Norwegian island of Spitsbergen, the vault has been referred to by European Commission president José Manuel Barroso as a “frozen Garden of Eden“. It is intended to preserve crop supplies and secure biological diversity in the event of a worldwide disaster.

“The opening of the seed vault marks a historic turning point in safeguarding the world’s crop diversity,” said Cary Fowler, executive director of the Global Crop Diversity Trust which is in charge of collecting the seed samples. The Norwegian government, who owns the bank, built it at a cost of $9.1 million.

At the opening ceremony, 100 million seeds from 268,000 samples were placed inside the vault, where there is room for over 2 billion seeds. Each of the samples originated from a different farm or field, in order to best ensure biological diversity. These crop seeds included such staples as rice, potatoes, barley, lettuce, maize, sorghum, and wheat. No genetically modified crops were included. (Beyond politics they are generally sterile so of no use.)

It is very important for Africa to store seeds here because anything can happen to our national seed banks.

Constructed deep inside a mountain and protected by concrete walls, the “doomsday vault” is designed to withstand earthquakes, nuclear warfare, and floods resulting from global warming. Norwegian Prime Minister Jens Stoltenberg called it an “insurance policy” against such threats.

With air-conditioned temperatures of -18 degrees Celsius, experts say the seeds could last for an entire millennium. Some crops will be able to last longer, like sorghum, which the Global Crop Diversity Trust says can last almost 20 millenniums. Even if the refrigeration system fails, the vaults are expected to stay frozen for 200 years.

The Prime Minister said, “With climate change and other forces threatening the diversity of life that sustains our planet, Norway is proud to be playing a central role in creating a facility capable of protecting what are not just seeds, but the fundamental building blocks of human civilization.” Stoltenberg, along with Kenyan Nobel Peace Prize laureate Wangari Maathai, made the first deposit of rice to the vault.

“It is very important for Africa to store seeds here because anything can happen to our national seed banks,” Maathai said. The vault will operate as a bank, allowing countries to use their deposited seeds free of charge. It will also serve as a backup to the thousands of other seed banks around the world.

“Crop diversity will soon prove to be our most potent and indispensable resource for addressing climate change, water and energy supply constraints and for meeting the food needs of a growing population,” Cary Fowler said.

Oil prices drive new investment in clean technology

Oil prices drive new investment in clean technology

Monday, April 24, 2006

Investors are rushing to fund new ventures in renewable energy as Americans continue to see rising gasoline prices at the pump. The price for crude oil continues to rise to new record highs ($75 per barrel of crude oil on NYMEX as of Friday’s close). According to the results of a survey reported by the San Francisco Gate, in the 1st Quarter of 2006 investments in the clean technology sector has increased by 13% to $3.36 Billion in the US. In addition to attracting venture capital, clean technology companies are receiving a buzz from high profile investors.

Bill Gates, Founder of Microsoft, announced last week that his venture group (Cascade Investments) initiated the purchase of 25.5% ownership in Pacific Ethanol Inc. Pacific Ethanol is an ethanol production company that plans to expand operations by opening a new facility in California. Gates is not alone in high profile investments into the clean energy market, Bob Metcalfe (Founder of 3COM and Inventor of Ethernet), who acts as the managing partner of Polaris Ventures, announced the VC’s first investment into the energy market. Polaris, which manages over $3 Billion in funds, invested $6.8 million into GreenFuel Technologies Corporation of Cambridge, MA. GreenFuel Technologies is an emissions to biofuels company, that utilizes natural algae in their patented bioreactors to turn greenhouse gas emissions from power plants into rich bio fuel. Polaris’s investment into GreenFuel was part of the company’s $18 Million Series B financing round that also included a high profile venture capital investor: Draper Fisher Jurvetson. When asked about the new industry venture, Bob Metcalfe said, “Energy has got to be one of the top five problems the world faces, and it’s been frustrating to watch activists and politicians fail to solve the problem,…Now it’s time for the entrepreneurs and scientists to give it a try.”

According to the International Energy Association, demand for renewable energy fuels will more than quadruple in the next decade. The current jump in oil prices is fueling investment into this relatively new market as investors view clean technology as an emerging opportunity rather than a public relations campaign. As gasoline prices continue to rise, alternative fuels become respectively cheaper and more attractive. In his latest State of the Union Address, President Bush outlined a plan to direct new investment into ethanol production and other clean technologies. According to a poll conducted by CBS News, Americans now see gas prices as one of their top three main concerns. With pressure coming from constituents, politicians are beginning to exert pressure on new spending on renewable technology to promote energy independence. Yet another front in this debate is that of environmental concern. With global warming on the rise, and many European governments eagerly searching for a Carbon Dioxide solution, the promise of reducing these emissions by 46% (as claimed by GreenFuel’s bio reactor system) begins to resonate as a promising environmental and business opportunity.

On Thursday November 29, the tourists were traveling in a Mercedes-Benz 4×4, near a gate to the park when the driver “miscalculated” the turn onto a bridge crossing the Letaba river, causing the car to plunge over the edge, flip over and fall into the river below with the roof in the river’s water.

No names have been released as authorities are attempting to contact the family members of those killed. It is not known if the driver will be charged.
