Baby dies after being found abandoned behind shop in Gwent, Wales

According to an announcement from Gwent Police, a baby boy has died after being found abandoned behind a convenience store in Gwent, Wales. The boy, who has not yet been identified, was found behind a Spar convenience store in the town of Cwmcarn at 1815 GMT on Tuesday. The baby was found to be wrapped in a towel which was in a plastic shopping bag. Bystanders who were walking past the scene mistakenly believed that the bag had been unintentionally left there by a person who had visited the gym that is located next to the store.

A 14-year-old boy, who is the son of the man who owns the convenience store, then examinied the bag and discovered the baby. He made a phone call to the emergency services, however, when the baby was taken to Royal Gwent Hospital, it was pronounced dead on arrival. The baby was younger than one day old at the time of his death. A post-mortem examination proved to be indeterminate. Gwent Police have now launched an investigation to try and determine the identity of the baby’s mother.

Gursewak Singh, the father of the person who discovered the baby and the owner of the shop, explained: “We asked friends and colleagues what the bag was doing there, but it didn’t belong to anyone. A boy who works with us said it was just a towel in there and he didn’t open it. In the evening I went out to it and opened it, only saw a towel on top and didn’t look thoroughly. I just thought it was clothes underneath and didn’t want to root through them. I picked it up and hanged it on the gatepost so someone walking by might see it and recognise it as theirs. At about six o’clock there was a power cut and my 14-year-old son went out and picked up the bag and opened it and saw a little head in there. He called his uncle and said: ‘It’s not clothes, come and look’. They came over and saw the baby in there.” Singh commented that this incident “was shocking. We were all devastated. I wish we had checked earlier. If we had gone through the bag we could have made a difference. I’m worried what sort of condition the person who left the bag is in. We are so concerned about her. Other people saw the bag, but nobody thought about it. There could be a baby still alive. I wish we had checked straight away.”

Gwent Police member Superintendent John Burley stated about this case: “We are extremely concerned about the health and wellbeing of the mother of the baby and are appealing for her to come forward to receive any medical treatment she may require. This is a tragic incident which will sadden the local community and our priority at the moment is finding the mother of the baby. I would appeal to anyone who may have been in the vicinity of the Spar store on Thursday morning or afternoon who may be able to offer any information to assist our inquiry.”

Police report drug haul seizure worth up to £30 million in Brownhills, England
Posted on Friday, August 20, 2021 in Uncategorized

Monday, December 2, 2013

Police in the West Midlands in England today said nearly 200 kilograms worth of drugs with value possibly as great as £30 million (about US$49 million or €36 million) has been seized from a unit in the town of Brownhills. In what an officer described as “one of the largest [seizures] in the force’s 39 year history”, West Midlands Police reported recovering six big cellophane-wrapped cardboard boxes containing cannabis, cocaine, and MDMA (“ecstasy”) in a police raid operation on the Maybrook Industrial Estate in the town on Wednesday.

The impact this seizure will have on drug dealing in the region and the UK as a whole cannot be underestimated

The seized boxes, which had been loaded onto five freight pallets, contained 120 one-kilogram bags of cannabis, 50 one-kilogram bags of MDMA, and five one-kilogram bricks of cocaine. In a press release, West Midlands Police described what happened after officers found the drugs as they were being unloaded in the operation. “When officers opened the boxes they discovered a deep layer of protective foam chips beneath which the drugs were carefully layered”, the force said. “All the drugs were wrapped in thick plastic bags taped closed with the cannabis vacuum packed to prevent its distinctive pungent aroma from drawing unwanted attention.” Police moved the drugs via forklift truck to a flatbed lorry to remove them.

Detective Sergeant Carl Russell of West Midlands Police’s Force CID said the seizure was the largest he had ever made in the 24 years he has been in West Midlands Police and one of the biggest seizures the force has made since its formation in 1974. “The impact this seizure will have on drug dealing in the region and the UK as a whole cannot be underestimated”, he said. “The drugs had almost certainly been packed to order ready for shipping within Britain but possibly even further afield. Our operation will have a national effect and we are working closely with a range of law enforcement agencies to identify those involved in this crime at whatever level.”

Expert testing on the drugs is ongoing. Estimates described as “conservative” suggest the value of the drugs amounts to £10 million (about US$16.4 million or €12 million), although they could be worth as much as £30 million, subject to purity tests, police said.

Police arrested three men at the unit on suspicion of supplying a controlled drug. The men, a 50-year-old from Brownhills, a 51-year-old from the Norton area of Stoke-on-Trent in Staffordshire, and one aged 53 from Brownhills, have been released on bail as police investigations to “hunt those responsible” continue. West Midlands Police told Wikinews no person has yet been charged in connection with the seizure. Supplying a controlled drug is an imprisonable offence in England, although length of jail sentences vary according to the class and quantity of drugs and the significance of offenders’ roles in committing the crime.

Schools benefit from new California budget

Schools benefit from new California budget

Saturday, July 1, 2006

California Gov. Arnold Schwarzenegger signed a bipartisan state budget Friday that invests a record $55.1 billion in education – an increase of $3.1 billion this year and $8.3 billion over the last two years – and allocates $4.9 billion to create a budget reserve and to pay down the state’s debt early.

Schwarzenegger credited bipartisan cooperation in coming up with a budget he was willing to sign, and do it on time, a rarity in recent California politics.

“It’s amazing what can be accomplished when Democrats and Republicans work together in Sacramento,” said Schwarzenegger. “I want to thank the legislative leadership – Senators Don Perata and Dick Ackerman, Speaker Fabian Nunez and Assembly Republican Leader George Plescia – for all their hard work on the budget. We put politics aside and were driven by the overwhelming desire to do what’s best for the people of California.

“I am especially proud that the budget expands preschool, and returns art, music and physical education classes to our children,” he said.

State Superintendent of Public Instruction Jack O’Connell said he is pleased by the budget. “The budget passed by the Legislature brings welcome support to education in California, making good on past debts to our schools and investing in sorely needed classroom programs,” he said.

He had his own budget favorites: “I’m particularly pleased that the budget includes increased funding for school counselors, teacher professional development, programs targeted to helping students pass the high school exit exam, and expanded and improved student nutrition programs.

“While there are some priorities over which we may disagree, I applaud the Governor and the Legislature for a budget that makes education a top priority.”

Barbara E. Kerr, president of the 335,000-member California Teachers Association, also likes the direction of the new budget.“The timely approval of the new state budget is good news for our public schools and students,” she said. “School districts and teachers can now plan ahead. The nearly six percent cost-of-living-adjustment will allow local schools to restore funding to education programs that have been cut over the past few years and provide for salary increases.”

Still, Kerr, said, the budget doesn’t go far enough. “This budget is a down payment on the debt owed to our schools. Teachers will continue to work with the governor and the Legislature to ensure repayment of the $3 billion still owed to our schools under Proposition 98 and the lawsuit settlement agreement announced last month. That money will help our schools of greatest need reduce class sizes, improve teacher training and increase parental involvement.”

How the budget affects the New Haven Unified School District and James Logan High School, or the James Logan Courier, specifically is not yet clear.

State Treasurer Phil Angelides, who is running for governor against Schwarzenegger, liked the increased education funding, and praised his fellow Democrats in the legislature for that, but criticized the entire budget for being out of balance.

“On higher education, Democrats in the Legislature did the right thing, when the governor would not, and gained a $6 per unit rollback in community college fees,” he said in a statement. “That is a start. But the governor’s budget will still leave community college fees nearly double what they were just three years ago. And the budget will also leave untouched the fees at CSU and UC, which have increased by $2,000 and $5,000 respectively under Governor Schwarzenegger.”

Missing from the budget, Angelides said, is funding to expand health care for low-income children. Schwarzenegger “failed to get members of his own party to agree to a budget that funds health care for more kids from low-income families on the Healthy Families program regardless of the families’ immigration status. Compassion requires – and intelligent public health practice demands – that all people residing in California have access to adequate health care,” Angelides said.

Schwarzenegger credited a strong economy that increased state revenues for providing the cash to cover the increased expenditures and set aside a $2.1 billion reserve and an additional $2.8 billion for debt prepayment. Included in that is $1.42 billion for repaying borrowed funds earmarked by the voters for transportation projects aimed at reducing traffic throughout the state. The early debt payment and the reserve account for nearly 4.7 percent of the overall budget – the highest in 25 years.

Still, Angelides said, the budget is out of balance and the state is running up more debt. “Despite his repeated pledges to ‘cut up the credit card’ Governor Schwarzenegger has produced a budget that still leaves a $3.3 billion structural budget deficit for 2006-07 and more deficits for years to come,” Angelides said, “It is a budget thatwill continue to shift the burden of today’s deficits onto the backs of futuregenerations.”

The budget largely mirrors the May Revise, which has since prompted all three Wall Street credit rating agencies to upgrade the state credit rating, reducing the cost of state borrowing. One of the agencies, Fitch, Inc., cited “California’s continuing economic recovery, strong revenue performance and continued progress in reducing fiscal imbalance” when upgrading their rating on the state’s general obligation debt from A to A+ last month. Standard and Poor’s also raised its rating from A to A+ in May. Moody’s Investors Service raised its rating from A2 to A1 the same month.

Despite the improved credit ratings, Angelides said, the three rating agencies still have reservations about the state’s fiscal future. The agencies “have corroborated my warning and that of the Legislative Analyst that while state revenues have improved, California’s fiscal condition will remain insecure until the state produces balanced budgets,” he said.

Highlights of AB 1801, the Budget Act of 2006 by Assembly member John Laird (D-Santa Cruz), include:

Preschool through High School Education – The budget includes $100 million for the Governor’s targeted preschool initiative, which will make preschool available to every four year old living in a low-performing school district. $50 million of this funding will be used to build and improve preschool facilities. The budget also includes $645 million to fund physical education, arts and music programs. Overall, $11,264 will be spent on each student, an increase of $516 from the current year.

Higher Education – The budget allocates $19.1 billion from all sources for higher education and eliminates tuition and fee increases at UC and CSU. California, which already has the lowest community college fees in the nation, will further lower student fees from $26 per unit to $20, effective Spring 2007.

Law Enforcement – The budget includes an additional $196 million to support law enforcement efforts, including money to fund Sexual Assault Felony Enforcement teams, 500 GPS devices to track and monitor the highest-risk parolees and four new Gang Suppression Enforcement Teams. The budget also proposes the addition of 235 California Highway Patrol positions, includes $56.4 million to replace the CHP’s existing radio system and allocates $6.4 million to handle the increasing number of wireless 9-1-1 calls. Additionally, the budget includes a $20 million investment to strengthen efforts to fight methamphetamine trafficking and $6 million to create three new California Methamphetamine Strategy program teams.

Disaster Preparedness – The budget provides $220 million to enhance California’s ability to prepare for, mitigate and respond to emergencies, including money to strengthen public health response during a disaster. This includes preparations to prevent a pandemic influenza outbreak and expanding efforts to help local governments develop disaster preparedness plans.

Public Health – The budget includes $22.6 million for counties to perform outreach and enrollment activities to reach the 428,000 children who are eligible for Medi-Cal or the Healthy Families program but are not enrolled. The budget for the Healthy Families program also covers enrollment growth for 78,200 additional children.

Transportation – In addition, the Budget makes a substantial investment in improving California’s transportation system. It provides $1.4 billion to fully fund Proposition 42 for the second consecutive year, and it provides an additional $1.4 billion for the early repayment of past loans from Proposition 42, for a total of $2.8 billion. Of the $1.4 billion repayment, $440 million is designated for cities and counties for local road and street maintenance that would otherwise not be funded.

The budget is the first on time budget since 2000 and the fourth in the last 20 years. The 2006-07 budget’s general fund is $101.3 billion and total is $131.4 billion. For a more detailed overview of the budget, please visit www.dof.ca.gov.

TV3 banned from New Zealand Parliament for three days

TV3 banned from New Zealand Parliament for three days
Posted on Tuesday, August 17, 2021 in Uncategorized

Monday, August 28, 2006

House Speaker Margaret Wilson told New Zealand television station TV3, owned by Canwest, they are banned from recording New Zealand Parliament for three days.

The ban comes after they showed footage of the New Zealand First Member of Parliament (MP) Ron Mark repeatedly pulling his middle finger at National MP Tau Henare on August 1.

TV3’s ban will come into force tomorrow.

The Parliament’s media rules state that only the Speaker or an MP who is standing and speaking can be recorded. TV3 broke this rule as Mark was sitting during his gestures.

“The rules are arcane. We were only showing what would have been observed by members of the public if they had been sitting in the public gallery on that day,” said the Director of News and Current Affairs for TV3, Mark Jennings. “Politicians behaving badly is a news story, and the public have a right to see what is really going on in the debating Chamber.”

“We will accept our punishment and get on with our job, but it is time politicians took responsibility for their behaviour and stopped shooting the messenger,” Jennings said.

“That argument was not accepted last year, and I do not accept it now”, Ms Wilson says referring to a breach of the rules last year.

“In addition, this time TV3 repeated the shots in question even though it knew they were in breach of the rules. This was clearly a premeditated breach.”

The Calmer Side of Ibiza Holidays

by

San Antonio-7925

Holidaymakers are left in a quandry every summer. They need to get away, do something new and forget about their worries. But where can you go to cut loose, party and be completely free of cares? The obvious answer is, of course, Ibiza.

To say that Ibiza is known for its nightlife would be somewhat of an understatement. The Mediterranean island, just off the coast of Spain, houses a legendary club scene that draws tourists in droves each summer. From June to September, the island is a non-stop party consisting mostly of young Britons looking for a good time.

Ibiza clubs have become a proving ground for DJs from far and wide. They flock to the clubs to try out their best sounds and gauge the reactions of the wild crowds.

Although Ibiza is known for its club scene, it may soon become even more popular for its summer concerts. Ibiza Rocks, a summer-long music festival which started in 2005, is rapidly becoming an even bigger draw for foreign tourists than the notoriously hedonistic nightlife.

Traditionally, the biggest and best summer music festivals have been in Britain. Brave bands and music lovers have gladly suffered the sometimes-miserable British weather to be a part of a legendary festival. It??s not uncommon to see concert-goers decked out in full rain gear and covered in mud while enjoying the festival sounds.

But Ibiza Rocks is challenging that tradition. Why suffer through the rain, organizers ask, when you can enjoy a summer music festival the way it should be? Ibiza offers an almost perfect climate and year-round sunshine and excellent Ibiza hotels – what better place could there be for a music festival celebrating life, youth, and music itself?

That isn’t to say that the club scene is dying down in favor of outdoor festivals. In fact, the new infusion of youthful concert-goers seems to have brought new life to the clubs. The DJs are still spinning and the drinks are still flowing, and somehow vacationers manage to squeeze in some late-night clubbing after a full day of festival fun.

Not into constant partying? Do you still want to enjoy the endless beauty of the Ibiza coast? The island’s tourism board has recently been working to make Ibiza known for more than clubs and parties. It’s entirely possible to enjoy an intimate dinner at a fine restaurant followed by a somewhat sedate live music show at a beach bar.

Resorts on the island are doing their part to make Ibiza more family friendly by offering kids’ activities. And since most of the late-night revelers sleep well into the afternoon every day, the island is perfectly serene for those who choose to do their sight-seeing early.

Eco-tourism is a growing industry on Ibiza. Every year, an increasing number of tourists come not for the rowdy clubs, but for the natural beauty of the island. They often visit in the off-season and spend their days hiking, swimming, practicing group yoga, and cleaning up the beaches.

Today, Ibiza is no longer just a party destination. No matter who you are or what you hope to accomplish on your vacation, you can carve out the perfect experience on the sandy shores of Ibiza the holiday isle.

Four killed in suspected US drone strike in Pakistan

Four killed in suspected US drone strike in Pakistan

Saturday, January 9, 2010

Pakistani intelligence officials said today that at least four people have been killed in a suspected US drone strike in the North Waziristan province.

Officials say missiles hit a house and a vehicle near the town Miranshah. The region is near Pakistan’s border with Afghanistan.

“The US drone fired two missiles on a house. The house was completely destroyed,” said an unnamed security official.

The attack comes a day after Pakistani president Asif Ali Zardari warned that US drone strikes were undermining Pakistan’s “national consensus” in his country’s war against rebel groups in the area. However, visiting US lawmakers told Pakistani officials the US could not afford to abandon the controversial missile strikes.

Bangladesh security tightened following Pilkhana massacre and Bashundhara City fire

Bangladesh security tightened following Pilkhana massacre and Bashundhara City fire
Posted on Wednesday, August 11, 2021 in Uncategorized

Friday, March 20, 2009

Following the Pilkhana massacre which occurred February 25 and 26 leaving 74 dead and the inferno at the Bashundhara City shopping mall complex March 13 leaving seven dead, Prime Minister Sheikh Hasina said security measures are being tightened countrywide across Bangladesh.

Fire drills will be enacted at all key-point installations (KPI). Fire fighting systems will be examined by the fire brigade and the public works department (PWD) to ensure functionality. Security measures will be enhanced supplementing areas under private security such as at the Bashundhara City Complex.

The Fire Service and Civil Defence Department requires modernization and needs new equipment to fight fires past the sixth floor of buildings. The Fire Brigade says it needs turntable ladders, snorkels, foam-tenders, lighting units, emergency tenders, fireproof uniforms, and rescue ropes for fire fighting and rescue operations. Transportation to fires is also an issue due to narrow roads, low electrical wires and congestion.

The Bangladesh National Building Code requires fire fighting equipment installed in buildings over seven floors. This code is to be monitored by authorities to ensure compliance with the new guidelines and to make sure buildings are being maintained.

The Bashundhara City Complex opened Monday for shoppers two days after Friday’s blaze. A probe is underway to determine the cause of the fire and to assess structural damage.

Loss of life was minimized as the blaze broke out on a Friday, the beginning of the weekend in Bangladesh, so offices in the upper floors were empty. The lower eight floors are used for shopping and the upper floors are all Bashundhara Group offices.

The mall is valued at Tk 7.0 billion (US$100 million). It is not known if the complex is covered by fire insurance.

It is estimated that it will take over two years to rebuild the area damaged by flames which were burned down to a skeleton. Bashundhara City’s technical advisor, Latifur Rahman, estimated damages at Tk 2.0 billion (US$29m).

Only one television cameraman has been allowed in to film the burnt area. None of the 2,500 shops, cinemas or cafes were burnt by the inferno. The seventh and eighth floors still experience smoke damage, and there was water damage to merchandise.

A three member committee is currently investigating the cause of the fire which will consist of Iqbal Khan Chowdhury, joint secretary of the ministry, representatives of the police, IGP Noor Muhammad, and fire brigade, Director General Abu Nayeem Md Shahidullah. The committee is required to report within the week with their findings. The forensics department is also sifting through the burnt remains.

The Dhaka Chamber of Commerce and Industries has also formed a committee which has begun interviewing witnesses and recording their testimony alongside the government committee.

It has been discovered that 150 closed circuit cameras were not being used when the fire started. Another mystery is why the mall fire fighting system has been found unused.

Why the fire burnt so fiercely is a matter to think….These matters seem to be mysterious

“In the shopping mall there is an ultra-technology elevator which runs even without electricity but we have found that locked,” Iqbal Khan Chowdhury, joint secretary (Police) of the home ministry, said. “Why the fire burnt so fiercely is a matter to think. We have to see if there was any incendiary substance there. These matters seem to be mysterious.”

Mall management has been asked to submit substances and items which would have been in the upper floors when the fire started. The fire erupted on the 17th floor and spread quickly to the two floors above and engulfed the three floors below. The aerial ladders belonging to the Fire Service and Civil Defence reached as high as the 13th floor of the 21-storey building.

Videos have been sent to the United States (US) for examination to assist in determining the cause of the fire and to help in the damage assessment. Experts from the US are expected to arrive soon.

Firefighters were brought to the rooftop of the 20-storey tower by helicopter. The only fatality in this operation was Baki Billa, a firefighter of Bashundhara City firefighting department, who fell when climbing down a rope from a helicopter to the roof of the building. Three other firefighters made the transition safely. At this same time, the chief security officer was safely rescued by the Bangladesh Air Force helicopter, a Bell 212. Six security officers of the complex also lost their lives.

Typical Symptoms Of Dermoid Cysts

Posted on Wednesday, August 11, 2021 in Fitness Equipment

By Hillary Templeton

Most people know someone who’ve had a dermoid cyst. These are very odd type of cysts. They come from tissue that’s developed from early stages of development, when the woman was with a fetus, so these cells have the potential – something like stem cells that you read about; they have the potential to become other types of cells. In dermoid cysts, these cells can develop into all types of tissue. I’ve seen them, most commonly they form hair. I’ve seen one that had a row of teeth, if you can believe that. They can have bone – basically anything that looks like – that appear in the human body, they can form. And more importantly is they also accumulate fluid most of the time. So they tend to by cystic and solid, and they’re called dermoid cysts. These are almost always benign. Ninety-nine percent of them in all age groups are benign. There’s a small percentage that are cancerous, but again, that’s rare.

So, we’ve got endometriomas, dermoid cysts, and I think the next type that’s probably gonna be most familiar to women are polycystic ovaries. In fact, a lot of women will say, well the doctor told me I’ve got cystic ovaries or polycystic ovaries. This is kind of a bad term, but it’s stuck around since probably in the 1930’s. There was a syndrome by Stein that’s called Stein, S-t-e-i-n, Leventhal, L-e-v-e-n-t-h-a-l, Syndrome that was described in the ’30s. And it was – it’s an array of symptoms that actually accompany these polycystic ovaries. And sometimes the odd thing is the cystic ovaries aren’t there. But originally it was reported, and they have certain things such as the women typically do not have – they’re not fertile. Many times they don’t have regular periods, called anovulatory cycles, no periods. Or they could have very irregular periods.

Typically – probably one of the most typical symptoms is hirsutism, where the women develop a male pattern of hair distribution, and can be over a – usually it’s a fairly longer period of time, where you get central hair distribution, facial hair. And certainly every woman that hears this, and she sees that she’s got a hair on her skin and chin shouldn’t think that she’s got Stein-Leventhal syndrome. But the hirsutism is probably one of the number one symptoms that cause a lot of women to go to a doctor or a gynecologist.

She’s probably been using various creams. She might even have tried electrolysis, and the hairiness, if you will, gets substantially worse, and she ultimately goes in. So we’ve got the hirsutism, we’ve got the irregular cycles associated with infertility. The other major point about this polycystic ovary which Manhatten OB/GYN Christopher Freville refers to along with infertility, is obesity. Many, a large percentage of women are obese, body mass index is, I think it’s greater than 30, meaning basically they’re overweight, and oftentimes substantially so.

And then you’ve also got some other symptoms that are not as readily available, but one of the associate symptoms or complexes associated with this that’s been more recently looked at is diabetes. That women with this so-called polycystic ovary disease have a difficulty with their insulin not reacting properly, or high insulin levels. And these are treatable, but until they understand the insulin problem by having it diagnosed, they probably don’t know they have it.

So you’ve got this polycystic ovary disease, if you will, which isn’t contagious. It again has the – the thing that we’re including it in this discussion is because the cysts are there, oftentimes they can’t really be felt on exam. They are very small, maybe one or two centimeters.
